About the PDBA About the PDBA The Parksville Business Improvement Association PDBA - Dedicated to Promoting Parksville Downtown Our non-profit society was formed in 2006 to administer and promote Parkville's Business Improvement Area (BIA). City of Parksville’s Municipal Bylaw 1453 outlines the boundaries of the BIA. The area extends from Jensen Street to the waterfront and from McVickers Street to McMillan Street. Funding of $150,000 annually is provided by a tax levy on all commercial properties within the BIA. These funds are allocated by a volunteer board of directors comprised of property and/or business owners/operators situated with the BIA. There is an Executive Director who provides administrative support and management services to the board and PDBA operations, projects and services. We Are Volunteers The Parksville Downtown Business Association is a volunteer-based non-profit society dedicated to the enhancement and promotion of Parksville’s downtown core, and to supporting the more than 200 shops and services situated there.
